
Complete Process of CTE (Consent to Establish) Registration in India
If you're planning to set up an industrial or infrastructure project in India, obtaining a Consent to Establish (CTE) from the State Pollution Control Board (SPCB) or Pollution Control Committee (PCC) is mandatory. Below is a step-by-step guide to help you understand the CTE registration process.
Step 1: Determine Applicability
CTE is required for industries/projects that may cause pollution (air, water, hazardous waste, etc.). The requirement depends on:
- Category of Industry (Red/Orange/Green/White as per CPCB classification)
- Project Size & Location
- Type of Pollutants Generated
Note: White category industries (non-polluting) are exempt from CTE.
Step 2: Prepare Required Documents
The following documents are generally needed for CTE application:
1. Application Form (Form-I or online submission)
2. Detailed Project Report (DPR)
3. Site/Layout Plan
4. Proof of Land Ownership/Lease Agreement
5. Water & Air Pollution Control Measures Details
6. Effluent & Emission Treatment Plan
7. PAN & Aadhaar of Applicant

10. Municipal NOC (if required)
Step 3: Submit Application Online/Offline

Step 4: Inspection by Pollution Board
After submission, the SPCB may conduct a site inspection to verify:

- Location suitability (distance from residential areas, water bodies, etc.)
Step 5: Grant or Rejection of CTE
- If approved, the CTE is issued (valid for 5-7 years, depending on the state).
- If rejected, reasons are provided, and you can reapply after compliance.

Step 6: Post-CTE Compliance
After obtaining CTE:
1. Start Construction/Setup as per approved plans.

- Operating without CTE may lead to fines, closure, or legal action under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
